Google is against the app developers who are asking for permissions which are not necessary for the working of the app. It also requires them to request permissions in a context of the relevant features as they need them instead of overwhelming the users with all the authority that is asking for at the same time. It is going to makes it a lot easier for users to understand the need for such permissions.
The Google is also insisting app developers be more transparent about how they are handling the user data, what data they are collecting and who are they sharing them with for the legal reasons.
